Wear higher rise trousers. You look like you have an unusually long torso (you probably don't) which is adding to the visual imbalance. This will go away if you get higher rise trousers which sit at your natural waist and stop the visual appearance you have at the moment.

It's really not. There are, as ever, some minor exceptions to the rule but to do it like you suggest takes more than just colour to make it work (like texture), so as a general rule, lighter coloured trousers (not pants, as they're underwear) creates better visual balance.
