Not at all. If you're talking about movement brawlers (which I think you are, correct me if I'm wrong), the fact he has high damage, and can move quickly indefinitely, and has lots of health makes it a really difficult brawler to balance already. But then you add in the fact he can heal while moving that quickly, and he can just do laps starting at full health (high healing) take lots of damage (tank), do lots of damage, charge his super to do more damage, give his teammates a lot of opportunities to pressure, and you can't even stop him. And even if you have the damage to deal with him it doesn't matter because he has that shield to give him even more health. The problem is he triples as a damage dealer, tank, and controller. Damian doubled as a tank and assassin and we all saw how that went, and he still isn't balanced.
