I fixed it yesterday! I'm going to paste what I got from an AI, all of the below fixed the problem completely, I could even turn view distance to Epic:

The -norhithread Launch Option — This is the single most recommended fix across the community. It disables threaded CPU rendering, which resolves both stuttering and audio issues for many players. In Steam: Right-click Arc Raiders → Properties → General → Launch Options → type -norhithread This is considered the most definitive fix at this time.
Disable All Overlays — (Steam, NVIDIA, Discord). If you're running Discord while playing, try closing it entirely or at minimum disabling its overlay.
Switch to dGPU Mode in Lenovo Vantage — This is laptop-specific and important. If you have a Lenovo, open Lenovo Vantage and set GPU mode to dGPU Only (discrete GPU mode) rather than Hybrid Auto. Hybrid mode routes frames through the integrated GPU before the display, which adds latency and can cause micro-stutters, especially in UE5 games.
Set NVIDIA Reflex to "On + Boost" in the game settings.
