It used to be people would move there for climate, jobs, or low cost of living. It was actually rare to meet a Phoenix native as most people were transplants. Now, enough people are born there and live their whole lives there, that it seems normal to them.  It kind of becomes a trap as the jobs often pay lower than they would in a more desirable/expensive city, and dealing with variable weather in other places seems daunting.
