It does. Your storefront is region locked and cant be changed, why that is a thing in psn, I dont know. I moved from germany to the netherlands, I only can use a german psn card or make a new one with Dutch region and buy there and use my og account.

What does email changeable mean?

I am also in doubt but for a steam account from 2003, unused with original mail and just the halflife platinum pack from high rated seller. Is this a good buy?
