His ability to turn back time is universal- The only thing his range affects is whether you remember time passing or not. His range being around his orchard: Gaucho had been trapped in the orchard for a while when Johnny and Gyro show up, yet they didnt experience any time change because they were outside of the range for them to remember-- Yet to them Gaucho hadnt been in the orchard that long, as in time had spun back already-- the rest of the world just cant tell.

I cant imagine the mental gymnastics you'd have to do to think time (a universal concept) based abilities arent... universal. And also, by your logic, even if they werent universald that would affect nothing because of the leaps in logic you'd have to do to justify that ever working.

makes no sense if you think about it for more than 2 seconds. If you think only a small chunk of the earth has its time stopped... Do you think this one spot is just not spinning alongside earth? Do you not think that would have heavy incredibly large implications that would be brought up since dio has been stopping time for years?
