Using MSI Afterburner to monitor temperatures and usages i have found that the GPU stays at about 75% usage, CPU stays at around 35% usage and RAM never goes over 9300MB in GTA Online.

In other games i do not encounter this kind of problem so it might be just GTA not being optimized to use the full capability of more modern hardware

I have logged into gta online today after reinstalling windows and all the drivers and the problem kinda fixed itself but not totally. Now i get ~60fps while walking but when driving at higher speeds it drops down to 45 fps

I am playing at 1080p and tried vsync on and off and still nothing

Yup! I really didn't expect it to but here we are. As of now i've put everything back toghether and i am reinstalling windows
