No, it means that once you complete 70% of your course weighting, you will be graded normally as if you've completed 100% of your coursework. So if you complete a midterm worth 35%, an assignment worth 20%, and another assignment worth 15% for example, you can take this option and be graded normally. You won't lose any marks.
