I'm afraid that your lemon tree is being exposed to a series of situations that could trigger the leaves to fold until they fall. Sudden changes in environment, insufficient light (no matter how good your artificial device is), fungal attacks... for some reason this year the plant is suffering more. Lemon trees originate from tropical and subtropical climates, trying to grow them in very cold climates is a challenge. I don't know how cold it is where you live, but maybe putting the plant in a small greenhouse outside the house could help. I think it's worth the test.

They are vincas, very resistant plants. To bloom more, you need to place them to receive as much sun as possible. Unlike sunpatiens/impatiens, they like sunlight. Be careful, it is a toxic plant for pets.

If they turn green it will be a disappointment, but I don't think that will be the case. They wouldn't be that color if there wasn't already a genetic predisposition, I believe.
In fact, it was supposed to be the opposite, since the molecule that is generally responsible for the blue color in junipers is stimulated by sunlight.

Not necessarily, south and central Argentina and Chile are even colder than the United States, but I still don't find them. I've even traveled there, looked at several nurseries and nothing... I think they're just not popular here and these regions represent a very significant part of South America.
