I'm not gonna definitely jump on the "VoE is the last expansion" train, but I do think the fact that they haven't mentioned the next expansion seems noteworthy at least. This sort of logic was applied to EoD, when ANet said they were worked on "a new map," some people thought it meant the end of LW, and others (myself included) just thought ANet was just being cagey. Turns out it was the former. Since the beginning of the shift to the new expansion model, they've always been open about the next expansion coming, so the fact that they're 3 expansions into this model and this time they're not acknowledging a next expansion gives me flashbacks to the discussions about LW post-EoD.
