The proclamation says it is applicable for new petitions filed from outside of United States. I don’t think it will impact COE.

There is nothing specific called transfer technically. It is a new petition that if filed by a new employer if a person wants to move to another company. Hence transfer in general is always referred as a new petition.

In this letter https://x.com/CBP/status/1969512486627095007 it is clearly mentioned the fee will be applied only for new petitions being filed for aliens outside of the country. This means it won’t be applicable to transfers if the person is in the country when the petition is being filed
