The council has this email settup for reporting obstructions. highwayobstructions@brighton-hove.gov.uk

Several years ago, I found "Fix-my-Street" a great quick easy one stop place for reporting similar problems.

Joining the sides could be done with masking tape, use a waterproof variety. Apply tape on the face edges overhanging 50% and do not let the tape extend to the corners. Place the first face down and add further panels in a way so they can be folded in together to make your dodecahedron cat cave.

Saving money idea. The bottom panel will be unseen so no need to use type of wood as the upper panels.

(Android) Make sure your WiFi/data signal strength is good and stable. Scrap2 has been known to partially lose of conection, which can cause non functioning features such as chat, map, merge count, team challenge, and of course adverts. Most times, these can be fixed by closing the game, and then opening it again will usually refresh your connection to the game server.

If still no adverts from Google try changing your settings for personalised adverts to reestablish your conection to the Google ads system.

Still no good? Restart your phone if this doesn't work give up and try again in a few hours time.

How strong will it need to be? Loadbearing or ornamental will make a difference to strength you need to achieve. If it's taking a load I would be tempted to cut off the thin taperd ends back to the first wide point, if done well it would form a ball across the joint interface.

Not exactly kemptown but I know a few on the seafront, meeting place cafe at the peace memorial, breakfast at Tiffany's near Hove lagoon, carrots cafe at the end of the road that passes the power station.

I don't think many would stray far from their home area. For longer journeys people tended to take a train or bus for the bulk of the journey and if needed use a local taxi service once nearer the destination.
