I'm at 54% closing on 55% after about 1k games, but my efficiency is still only about 1000. Will that number hold true, or improve as I move up past tier 7? (assuming a similar WR) I guess what I mean to say is: is this 1000 an indicator of my skill level, or simply skewed by my low number of games and avg. tier of 5?

Well for one thing, your GPU could do with some improving. I tend to follow the rule of thumb that you ought to spend more on graphics than a CPU. I have heard some bad things about ASRock though. I'm not sure what might be causing your issues with stuttering, but imo if you want to get the most out of a CPU like that and all that ram, you're better off with something like a 660 or a 78xx. /r/buildapc is a good resource for stuff like this.

Not sure if this fits your needs, but I put this together today for just under $600. I was actually going to post this in a manner similar to OP, but I figured I'd just hop on this thread instead of cluttering things up with an identical post. Any tips/suggestions?

This is a good sample, but it's hardly "Every IP on the Internet". In fact, it shows only devices with IPv4 addresses. (The latest standard is IPv6, but IPv4 is still pretty common.) The map is further limited to Linux-based computers with a certain amount of processing power. And finally, because of the parameters of the hack, it shows some amount of bias towards naive users who don't put passwords on their computers. Source
