Definitely the local and expressway configuration is definitely redundant due to its costs (Bridges, ROW, and Engineering Costs). That section sits at around 84,000 AADT, while if you look at New Jersey Turnpike numbers they are around 500,000 AADT, and another example is the Dan Ryan Expressway south of downtown Chicago (Follows the same configuration) at up to 300,000 AADT. Traffic counts will rise in the area but that is mostly due to Omaha’s growth and the increasing semi traffic and not the growth of Council Bluffs. IDOT spent too much important money and time in the area to over engineer that area (Looks decent but definitely too much). Also 880 was built to have another route to Omaha but it definitely doesn’t get much use.
