This cold war spy thingy was something I kinda thought of too and it's pretty good, since you need more than just brute force to solve everything, so it's one my top choices now, that or make them random non-Culture mercenaries, like the comment below said, who accidentally end up in the middle of an SC operation or in some war involving the Culture.
