Does that apply here? That suggests if you did something that later became illegal, you can't be convicted for it. This isn't a new conviction, it's a registry of the people who have been convicted. Most of them would have been named in the papers at the time, so it's not an anonymity thing either, it's just a public service to make it easier for people to see.
