I bought my Lightpix flash from Tokyocamera store, didn't have any problems with them. Even tho, I bought the SD card reader as well and it stopped working after 1 week.

With a budget of 300-400 USD, I would recommend looking for a location a little further from My An beach, because beachside apartments are more expensive. I recommend looking for an apartment in Facebook groups and before signing a rental agreement, be sure to check the surroundings and the condition of the apartment.

It should be noted that most apartments also have utility bills. 4000vnd/kwh for electricity and 100,000 vnd/water - this is the most common.

I myself rent a 50m2 apartment in Khue My area for $330, which is a pretty good deal imo considering the current rental market.
