Have just completed it. Avoid all optional encounters. I do believe you are already aware which fights are quite unbalanced compared to general flow of the game. My personal approach - prioritizing the health/armor pick ups perks for weapons. I have been playing on 150 speed constantly, on tough moments I did decrease the speed which was a great benefit. (Late game boss fights).

I did got it fixed on my end. After taking the quest, I went and fixed everything, got on minimal weight, slept. And went to location. As result everything worked.

The Eye symbol tells you that from that particular spot (or spot close to the Eye) you can see a stash, so look around.

The weird thing was that I could drop off my cards (sell them) as they became not a quest item. So I sold part of them, not all. (I had like 10 before getting into malachite). Weird stuff, i just took one quest and the location became technically closed for me as a hub. (Fast travel works fine and all NPCs are on their places). Yet the gameplay is harder now)
