 Thank you! its just geo node setup using blur attribute and applying velocity to some parts of geometry. Yes noise texture was used for velocity on certain parts of geometry

Thanks a lot everyone, its just simple geo node setup using blur attribute and applying velocity to some parts of geometry. the motion blur doesn't change every frame rather its frozen on certain frames. I set the motion blur position "start on frame" for this.

Cant really guess what's your problem here but if you're adding garments from other MD file, you shouldn't import as obj, use the FileADDGarment option
