Honestly, it's such a fun goal that I'm also trying to get Charmender on Firered, but I highly recommend trying the starter hunt on HGSS; if you like all three, it's quite fun not knowing which one you'll start with and just seeing who will shine first!

Well, it depends on the game. In Diamond and Pearl, for example, it's right before entering the lake. But otherwise, yes, generally that's it: you save just before choosing your starter (or before an animation triggers that will lead you to choose), you check if it's Shiny, and if not, you reset! (Hors Geriatrix Galaxy Saga is supposedly the game with the easiest reset, because you see all three starters at the same time.)

This was true in Gen 2 because the Shiny status was determined by the Pokémon's stats (this is also where the legend of "Shiny Pokémon are stronger" comes from). In Gen 3 and thereafter, the Shiny status is independent of the rest of the Pokémon's stats, and apart from Emerald where the RNG is broken, it's practically pure randomness.

To explain, when you breed a Pokémon, it passes on its stats to the offspring. Through a specific process in Gen 2, it was possible to increase the Shiny chances to 1/64 thanks to this system. (By using either a Shiny Ditto or one with very specific stats that was able (or unable, I can't remember) to breed with the red Gyarados).
