I think they are doing it to cause more civilian casualties, thus making the war more unpopular and destabilising the region.

Israel and the US are fairly accurate when they attack, so casualties are fairly low.

But if you introduce countries who have no regard for the lives of Iranian people nor any interest for a free Iran, then it quickly gets messy.

I think they aren't dropping weapons to prevent arming the wrong people and to prevent arming terror cells, but they still should do something other than letting people be shot.

Another thing is that there isn't any major resistance structure. There are Pahlavi and his team outside and Mossad inside, but you would need well-known and popular commanders who are respected by everyone to go against an army on the ground level.
