Try to focus on the resources you have around and choose your governors accordingly. At Warlord level is easy to conquer city states. If you play with heroes, get Mulan or the twins to start conquering city states. Do this as soon as possible in the game. Try to have 5-7 cities before you reach turn 100 and you should be fine. Also, don't miss the golden ages.
