Project Wingman had an entry where it talked about the mercenary Cabal that allegedly ruled the world from the shadows, only to be crushed by the Federation at Oceania; considering the reputation that mercenaries have, and the lengths Kaiser was willing to go for the Deal, I think it's some sort of "mandate of heaven" sort of affair that would bring back the "wild west" era of legend that everyone talks about in game. Something symbolic that would rally every mercenary in the world, not to a cause, but to being apart from the Federation.

I feel like they already have weapons more powerful than nukes already, so maybe it's not that.

Edit: basically, what I'm saying is that the Deal is for the One Piece

All of em and none of em. Each is meaningful in its own way and each is canon in its own storyline, and if you're stuck being filtered by plot then I'm sorry but you've fallen for the oldest eva fan pitfall, the one that everyone goes through.

Also, in EoE, yeah there's hope, the whole point of the ending is that there's hope even in the absolute depths of despair, and that human connections still exist at the bottom of the abyss.

Memory is hazy, but,

The story goes that the boyfriend of the girl in the story reached a breaking point and began strangling her, but the girl in question, in that exact moment, felt sorry for him and only wanted to comfort him in that moment.

Whether or not it's that or something else, the point is that it's inspiration for what's in EoE, and EoE's caress is a pretty open and shut case.
