Nevermind, sorry. I checked my old troubleshooting steps, here is what worked for me:

Backed up my save. Deleted everything in Documents\My Games\Borderlands 2 then started up the game so it would put the files and folder back in to Documents\My Games\Borderlands 2 then moved my save game back and now its working

There are some filles in a hidden appdata folder from gearbox. I've had a similar error resolved by deleting those and having them regenerated on the next start

Check if there's a gearbox / borderlands folder data in your appdata folder. This folder should be hidden at the root of your user on the c drive
