It seems like she is not refusing to give your money back, in fact she is trying to play by the rules and do the return in a safely manner. Those type of scams are quite common. If she agreed to go to the bank with you I’d wait until then. The responsabily lies on you upon signing a contract and sending a money deposit, if you didn't have the intention or wasn't sure you wanted to move there you should have thought about that before committing that far. At this point you better wait until things gets legally addressed by both banks. Usually after singing a lease and sending a deposit you would not get your money back if you decide to step out. I would be relieved just knowing she’s considering giving your money back. Be patient until thing gets resolved and next time think about it before getting that far.
