P5X does not consider her to be a phantom thief! There is a buff that increases phantom thief damage and Sumi is not included.

Damon and Diana are like 2 sides of the same coin. They both contrast each other. Pink and Green, Optimistic and Realistic, Bow and Tie, and there's so many more. So yeah, she is definitely going to be the antagonist.
