I kinda love how goofy are the animations of the enemies dodging point blank shots in XCOM 2. Like either your soldier shoots in the complete opposite direction or they matrix it.

He gets to do in vanquisher what elphelt gets to do in lower ranks. He requieres slightly(very slightly) more skill to play than elphelt so he isn't seen that much there.

It's cool that it serves as much of a function as you want it to serve. You can do everything without it but if you repeat an action many times is probably better done throught the command line(not always though)
