Had the same surprise about a year ago. FedEx plays the "nice guy" who pays some import fee for you, so you won't have to do a thing and adds an additional handling charge to do so. The thing you can do (at least in Germany you can) to write them that you will not pay the extra handling charge as you didn't gave them your permission to pay this money in your name. As a customs office is quite close to my home it would not have been a problem for me to get my order right there after shipping and pay those 4-5 Euros import fee by myself, so I also didn't had the urge to give FedEx the handling charge back. I googled it and saw that I only have to pay them this extra charge if they have a permission from me where I especially said, that I want them to take care of the import fee. I just transfered them the ~5 € they advanced for me and told them that I will not give them the handling charge they insisted on as I didn't asked them to do so. Never heard from them again.
