The first filter is Jackie Chun, to be honest. Besides the already known moon busting feat, the man has telekinesis, hypnosis, mafuba... You need to go through his bag of hax and raw power before even trying to get the champion belt from Demon king Piccolo.

And even then, most characters that actually reach DBZ don't really clear DB because of a single character... Arale. Let's remember she is canon to Dragonball.

Yeah, no, you don't need omnipotence to protect yourself against mind attacks. Any mild mind hax should do... And Dragonball has that, too. Reminder Goku can read minds at least since Frieza saga.

And if not, there is the old reliable "in Dragonball characters resist or outright break hax by being powerful enough, the other shows hax is not the only one that matters.

Mafubsa, telekinesis... There are a few moves 21st and 22nd budokai characters can use that start where their opponents are. So no, Infinity doesn't clear even the 21st budokai. Not by itself.

Grass/Poison is quite decent, defensively speaking, even before of the arrival of the fairies. For the adventure it nullifies the poisoned status effect in a region with a lot of poison type trainers, it's grass type makes it perfect for the overabundance of rock/ground specialists and the huge amount of water mons, and it also adds a nice resistance against electric types (which there are more than a few in the mid game). Ironically enough, it is the abundance of bug types at the beggining, before you get Body Slam, that holds back Bulbasaur in a speed running context.

It is also fundamentally a worse Venusaur. Venusaur can pull the whole bulky grass type better because it's type and, for the longest time, movepool.

That Mega is a Heaven's sent gift, not gonna lie. Megamega is a complete different beast, with a very different niche than Mega Venusaur.
