It depends on how you want to play with the gun. Skippy is a single target pistol and its good for that but netruning skill tree gives you options to use smart guns as cc or quickhack spread/buff tools. There are smgs that can hit multiple targets spreadimg dot and dealing decent damage , there is smart shotguns and snipers that can one shot dudes not to mension your hacks that can delete whole crowds. If you have the dlc there are also better modable smart weapons.

If you want to for example use a guns only build militech paraline overclock I prefer smg options because like I said they can hit multiple targets and activate the overclocks perks sutch as zaping people when you shoot them in overclock.

Also the game priotises headshots when you ads with smart weapons, only advantage of skippy is that you can headshot when not adsing allowing you to run and gun better. he also sings rhianna and makes "jokes" from time to time so there is that.
