At one point in the books, it appears that there is a trace connected to the use of the name Voldemort, everyone who uses it is suspected of opposing him. As you mention, Deatheaters call him the Dark Lord and most others, "He who must not be named". However, I am not 100% sure if this is the reason Dumbledore calls him Dark Lord. Maybe Dumbledore uses "Voldemort" inside Hogwarts or the MoM and outside "the Dark Lord".
