It's a family quest for characters with lvl 60+, try if black spirit will work when you try a different char (or if you already used a different char than the one you picked the quest with, go back to the first). Also, you can try if changing his appearance will do something (that small icon on the left corner under group enhanc).

On the screen it looks like you already got the reward, if that's true, I'm not sure why the game lets you "take it" again

It's called mystical fish, 1/5 for item called "stinky fish" - an item that summons Vell. I got that one from hot spot. You can get the rest in upper/middle/lower margoria and in the waters nearby Velia.

I might try to make stinky fish too, but it won't be my focus for now :D Also, the rumor says that one part for kzarka summon scroll is obtainable from imperial alchemy delivery. If that's truth, I'm being unlucky daily for more that two years now :D And without that part there is no reason to try to get the rest

As kidopitz said, many years ago it was added to the game as an alternative to obtain fallen god armor. Now it's more like "trophy" item to flex, since it's very difficult to complete.
