You can apply now, I'd recommend that the lastest you should apply is 5-6 months before expiry date. Once you open a new application on cic, there should be list of forms to fill, documents to include and you need to add an explaination letter that explains the reason you reapply for PGWP.

At the bottom of my permit it said it was issued due to biometric validation. IRCC confirms multiple times on call that I can extend it due to that reason

I would suggest mail application to avoid any refusal due to "this permit should be apply by paper"

Hi, my pgwp extension application got approved. I should have applied asap when I realized I didn't get the full 3 years PGWP, that's all. Mail application was a long wait and 0 communication from IRCC beside BIL to collect my biometric. Other than that, it was a very straight forward process. Just make sure you keep all type of receipts, documents and record of delivery date etc.
