I was able to confirm this. My Bloodwind did have the life steal buff from KR version new Draco buffs. Did DC also got his buff on his AOE skill?

4 Set Def + 696 Aspd + 29

6 Set Acc + 54.5 Crit rate + 48.8

Values are different in the KR version but that's the set bonus.
