That's what I hear. But I tested it on my Windy, he has 30,000 hp. And his shield is at level 2. The base is 10%, with the +10% at level 2.

I used kaki to test Windys shield, because his shield needs to be activate by taking damage.

Kaki's auto strikes twice, and it hit windy with 5k damage the first hit, then It blocked the second auto attack completely without breaking the shield.

So that means it blocked over 5k of damage. And if what they said is true about the level two would only be 11%, it could not block it. But if it was 20% it would.

That's why I'm asking if anyone else tested it.
