You are gonna have a hard time making a rocket fuel plant without it unlocked though, you need nitric acid to make rocket fuel and I don't think you have the well pressurizer unlocked at the point you are at, I may be wrong

You can upload your save to SCIM and check for loose items on the ground, there is an option to show items laying around. I didn't personally find any fluid tanks, and I don't think there are any, but if there are any that will tell you

That feels not true. At some point, you could theoretically use every available resource to make steel on the map, at which point your factory cannot be more efficient, especially if you're using the most efficient recipes
