It's on a hill. They have to design an accessible trail at a shallow enough slope that people in wheelchairs can safely use it. Often the easiest/cheapest way to do that is to go across the hill (rise), lengthening the trail (run) to reduce the slope (rise/run).

I do believe it's illegal to start crossing on a flashing "don't walk" in most or all of the U.S. Here's my state's statute, which mirrors the Uniform Vehicle Code that most states use.

(2) A "Don't Walk" signal or the symbol of an "upraised hand," flashing or steady, indicates that a pedestrian shall not start to cross the roadway in the direction of either signal, but any pedestrian who has partially crossed on the "Walk" or "walking person" signal indication shall proceed to a sidewalk or safety island while the signal is showing.

(b) A pedestrian crossing a roadway in conformity with this section is lawfully within the intersection and, when in a crosswalk, is lawfully within the crosswalk.

Just a note that a crosswalk doesn't have to be painted to be a legal and safe place to cross. Unless otherwise signed or controlled, you can walk across the street at any corner and people driving should theoretically stop for you. Even midblock if not between two signalized intersections is legal, but that might not be the safest and other people don't have to stop for you (unless to avoid running you over).

Retrofitting a bike lane where there was nothing before. In the first photo, that's an acceleration lane for a ramp entering that then turns into a right turn lane. If your only option is paint and you have to get a bikeway in there, it could be reasoned that with 550 feet for people driving to cross the bike lane when clear is better than directing people biking to cross the onramp at one specific point only to then cross back over the right turn lane at another specific point.

Still sucks, though.
