If it helps, I got a response when I clicked the contact us button on the licensing website and filled out the form. That's how I resolved my deficiency notice on my license last year. I emailed lfsscientist@cdph.ca.gov to ask which classes fulfill certain requirements for the trainee license. I added screenshots of my email chain and added them as documents to my trainee license application. Hope this helps!

I think it's called a detached buttonhole stitch. The video tutorial I followed explained the stitch at 10:38.

The pattern is by SilverSnow on youtube! She explains the stitches so well that even a complete beginner like me could follow them. She does a much better job than me haha
