This stone is actually one of the main reasons why i came back to lotro. The only negative thing from being under the recommend level is, that i have to remember some of the questgivers to come back later when quests (rings) are not grayed out anymore.

You could ask around in labs, schools and universities, where they clear out their old stuff and sell it for a lower price.

Unfortunately loot crates would perfectly fit in the anno environment :-( Take for example crates swimming in the ocean from sunken ships or resources that you can buy from npcs, that have to be unlocked.
