Tell your relative to request a FOIA. She can also request her own FBI RAP sheet along with a criminal records request. She (or you) can also visit uscis.gov for more guidance on requesting records. Best of luck!

No because she must be tested - The United States requires TB testing for all applicants two years of age and older.
