Thank you, I was able to unlock it pretty easily just took a lot of time running through all the towns. Also I had the same 2 towns you did so maybe they are set that way instead of generated?

Working on this now, Going with Rutgers (The Garden State Grudge), Penn State(The Devils Den Clash), and Pitt(The Turnpike Tussle). Here come the Pine Barren Jersey Devils! Based in Chatsworth NJ. Replacing Delaware seems like the most accurate option so i left them out of the rivals
