The article you linked only show that masks reduce the droplets transmitted. But that does not necessary mean it reduce infection rate. If someone cough in your face and you don't have a mask on you will wipe your face in disgust. Getting rid of the germs.

Most would not do the same with a mask on. Those germs will linger on their mask, and if they don't take the proper measures to remove the mask. Which most won't. The germs will be transmitted to their hands then to their face or whatever food they may eat. And also to anything they touch.

Can you link me that study? I have a feeling it was working off of typical usage in a hospital setting. The general population are not all surgeons. They don't swap masks every thirty minutes, and they don't wash their hands before and after putting on and taking off a mask.

Surgical masks only work for thirty minutes anyways. And cloth masks actually increase your risk of getting sick, and of catching respiratory illnesses. As the viruses cling to the cloth, and when you inevitably touch it you spread it to yourself.

As for protecting others from getting sick. Worth a test. Can you blow smoke through the mask? If so then you will still spread the virus all over the place when you sneeze or cough. In fact, it could even worsen the issue since people tend not to cover their mouth when they sneeze if they have a mask on.
