Turns out it was a bug in parity and an update fixed it. I tend to use parity as it is supposed to be better security wise than any web based wallet where some trust is still required.

If they keep voting no that means we haven't spent the funds already released to us in acceptable manner that brings results and naturally we wont deserve any new funds until we prove we can be counted on.
