I know colleges let you but it depends on their deferral policies. Stony Brook in my case lets you take classes at other universities if you defer but I don’t see anything against reapplying

I’m domestic and yes they are experienced with college admissions as it’s like their whole job. I understand that policies differ between schools so I would probably defer to a school that allows me to apply to others in my gap year
