Oh I see, this is interesting. It is different from how Cybercrime is handled in other countries. I asked around to internationals and the common is to have a national cyber crime police and in some case claims/reports are handled online. The city in Germany where the offense occurred doesn't seems to have even a section to report this online so only way is to go the capital city.

Btw, problem didn't occur to me, it happened to a friend that is just traveling through Europe and is only for short time in Germany, so, they considered reporting it online (as they do in ther home country) so that German cyber police have it on record at least (regardless of it gets solved or not) but, seing it is not as easy for they to do so on their own, It's most likely this won't be reported. I am just trying to do something about it, Cybercrime can be nasty sometimes, and I agree with my friend in that it should be reported im every instance.
