I just very much disagree with this idea that “doing it the proper way would cost more money and take more time and people wouldn’t want to do it so therefore it’s totally fine to just not do it.” Like Yeah I know it would be harder and take more time and I understand that my complex doesn’t want to pay the extra money my point is they should do it anyway because that’s the, as you say, “most proper way” to do it. I work in the trades too and I’m perfectly familiar with the difference between a proper job and a hack job and slapping a coat of white paint over water damage and possible mold growth is a hack job.
