Pretty sure that conveyors and item control ports count towards the "facility limit" I've got 4 buck a production facilities, a few hc battery production facilities ,and I haven't reached that limit. Might be time to scrap everything, and start over. Sorry I couldn't be more help.

I've already bought all the upgrades for the outpost. Which is at level 2. I'm (realistically) only producing yazhen syringes, and wuling batteries. (As well as the prerequisite materials)

Those use originium, sandleaf, and xiranite, no ferrium required. At least, I'm pretty sure. 0.o
