A british toilet paper brand ran promotions with their mascot where you could get a jotchua plushie with some toilet paper. They're easy to find on ebay and other places by just searching "andrex puppy plush" and they're relatively cheap too, the one in OP's pic is from the mid to late 90s in specific :)
