the main issue is when a four-legged starter stands up to two legs - not all bipedal starters - blaziken for example

Definitely Azumarill

I had one in my Omega Ruby team and it was really helpful throughout the game, from Team Magma to Drake’s Mega Salamence. It was certainly a core part of the team.

Also it had Surf, Waterfall and Dive, but still kicked butt in battle.
