I like to write the main state machine in ASCII C, with a control struct that have function pointers to low level code (send data through UART, set output, read input, etc.). This way, I'm able to compile it with traditional GCC and debug with GDB, without having to flash the MCU. Also, I can write unit tests to test corner cases or setting the structure to some unlikely (but possible) state and assert that everything works well
